Victorian Energy Upgrades (VEU)

The Victorian Energy Upgrades program is a Victorian Government energy-efficiency program. This page explains what the program is, how eligibility is determined, what Victorian Energy Efficiency Certificates are, and the role SavePlanet Pty Ltd plays.

What the Victorian Energy Upgrades program is

Victorian Energy Upgrades (VEU) is an energy-efficiency program of the Victorian Government. It is administered by the Essential Services Commission (ESC), the independent regulator responsible for the program.

The program is designed to reduce energy use and greenhouse gas emissions across Victorian homes and businesses by supporting the installation of approved energy-efficient products and activities. Where an activity meets the program's requirements, it may attract a discount or other incentive that reduces the cost of the upgrade to the customer.

The program does not operate as a cash rebate paid to the customer. The value of an incentive depends on the activity, the product installed, the premises, and the certificate market at the time. It may be applied as a discount on the price of the upgrade rather than paid to you directly.

Eligibility is not automatic

Eligibility under the VEU program is not automatic. Whether an upgrade is eligible, and the value of any incentive, depends on a number of factors, including:

  • the customer and the type of premises (for example residential or business);
  • the location of the premises within Victoria;
  • the existing equipment being replaced or upgraded, and its condition;
  • the replacement product, and whether it is an approved product under the program;
  • whether the activity is a prescribed activity under the program rules;
  • whether the installation meets the program's technical and documentation requirements; and
  • whether the required customer documentation and consents have been completed correctly.

Eligibility is determined under the program's rules, not by SavePlanet. We will tell you before you commit if we believe an upgrade is unlikely to be eligible.

Approved products and activities

Only products and activities that meet the requirements of the VEU program can be used to create certificates. Products must appear on the program's register of approved products, and installations must be carried out in the manner the program requires.

Installations requiring licensed trades are undertaken by appropriately licensed and qualified tradespeople in accordance with applicable regulatory requirements, relevant Australian Standards and the requirements of the program.

Victorian Energy Efficiency Certificates (VEECs)

Eligible activities completed under the VEU program may result in the creation of Victorian Energy Efficiency Certificates (VEECs). One certificate broadly represents one tonne of greenhouse gas emissions avoided.

Certificates are created by accredited persons under the program and can be traded. The value of certificates changes over time with market conditions, which is one of the reasons the incentive available for a given upgrade can change.

Assigning certificate creation rights

As the customer, you hold the right to have certificates created in respect of an eligible activity at your premises. For certificates to be created, you must assign that right to the accredited person under the program.

Before you sign any document assigning your certificate creation rights, you will be given information explaining:

  • that you are assigning your right to create certificates for the activity;
  • who the right is being assigned to;
  • the activity the assignment relates to; and
  • the discount or other benefit you receive in return for the assignment.

You should not sign an assignment form that is blank or incomplete. You are entitled to a copy of everything you sign. If you do not understand a document, ask for it to be explained before you sign it, and see the interpreter information in our Complaints & Dispute Resolution page.

SavePlanet's role

SavePlanet Pty Ltd supplies and arranges the installation of energy-efficiency products, including hot water heat pumps, air conditioning, solar and battery systems. Where an upgrade may be eligible under the VEU program, we can explain the program to you, assess whether your premises and proposed upgrade are likely to meet the program's requirements, and assist you with the documentation the program requires.

Where a VEU activity is involved, the activity is delivered by or on behalf of an accredited person under the program. We will tell you who the accredited person is for your upgrade, and the identity of the accredited person will be shown on the documentation you are asked to sign.

SavePlanet is responsible to you for the products we supply and the installation work we arrange, and for handling any complaint you raise with us, including where the complaint concerns another party involved in your upgrade.

Installers and scheme participants

Installation work is carried out by installers engaged for your upgrade. Installers must hold the licences and qualifications required for the work, and must carry out the installation in accordance with applicable regulatory requirements, manufacturer specifications and the requirements of the program.

If you have a concern about the conduct of an installer or any other party involved in your upgrade, you can raise it with us directly using the process on our Complaints & Dispute Resolution page. We record and handle complaints about parties involved in your upgrade even where the complaint was made to that party rather than to us.

Cooling-off and cancellation rights

Where the Australian Consumer Law applies to your agreement - for example where the agreement is an unsolicited consumer agreement - you have a cooling-off period during which you may cancel the agreement in writing without penalty.

The cooling-off period that applies to your agreement, how to exercise it, and the address to send a cancellation notice to, will be set out in the agreement documents you are given. You are entitled to a copy of your agreement.

Complaints

If you are not satisfied with any part of your upgrade - including the marketing, the documentation, the products supplied, the installation work, the incentive applied, or the conduct of anyone involved - you can make a complaint to us free of charge.
